"All of my friends have at least one."Īlthough it's illegal to make or use fake ID cards, enforcement is lax for a variety of reasons, according to Washington area police, liquor inspectors and motor vehicles officials. "Everyone gets them," said an 18-year-old male who will be a freshman this fall at Catholic University. Many college students said Laura's story is typical: Obtaining good fake ID has become as essential a part of campus life as choosing a major or finding the dining hall. It's a real card, and it's my picture, so they don't think they can get busted." "The bouncers never ask me questions about it. "It's extremely easy to get into bars now," Laura said. Laura, like all the students interviewed for this article, would not give her last name, because it's illegal for anyone to obtain a fake ID and for people younger than 21 to buy alcohol. The cards are issued by most states to people who say they don't have driver's licenses, and they are used as identification to cash checks, for example. And it's easy to present fake documents, they said, because states keep no photo records of people licensed to drive in other states and therefore cannot check what the applicant should look like. Identification cards are easier to get than driver's licenses, the students said, because states ask fewer questions and require no tests before issuing them. Laura, 19, a junior at the University of Maryland, used the scheme in March: She borrowed a 21-year-old friend's birth certificate and Social Security card, presented them as her own at a Department of Motor Vehicles office in Alexandria and received an identification card bearing her picture and her friend's name and age. Many local college students who drink illegally by lying about their age are using a new technique to fool bartenders - fake identification cards issued unwittingly by the Virginia Department of Motor Vehicles, according to dozens of students.
